Try a bridal shop. For example, David's Bridal. They have really cute bridesmaid and prom dresses for pretty good prices, and they will alter it at the store so it fits you perfectly. You get ripped off at the mall. I paid $300 for my Junior year dress, and my sister only paid $150 and hers was gorgeous. Color wise, I love red (try ';apple'; in the link below, it will show all the dresses in that color).
Maybe like a light pinkish strapless dress.

pink, brown, tan, white ,cocoa,anything will look right as long as you accsessorize properly
Gold is super hot this season. It will go great with your tan complexion and your highlights. Just don't over accessorize, a gold dress is a pretty strong statement on its own. Just wear tiny studs for earrings, great shoes/purse and you are set. Have fun!
